Try significantly increasing the main output load (best) or reduce the secondary output load to a trickle (say, 1/10 main power) and you should see values closer to what you expect. What you have here is similar to what Dixon is describing in slup105.pdf with the core gapped in both the center and outer legs (unavoidable with your core).
