Does it have to be that mechanism? Can you reduce
or even eliminate the problem using some passive
pneumatics like an accumulator/flowrestrictor set
and/or a compressed air regulator etc?

If you state what you are needing to do it's easier
for people to suggest a clever solution. :o)
