I'm an Eagle user. Be forwarned that the parts editor in it
    SUCKS. Even trying to do something simple like making a variant
    of an existing part is like pulling teeth.

I don't think that's quite right.  The Eagle library editor is just fine
for creating new parts, adding new packages to parts, and your sort of
basic "creating" functions.

Where it falls apart is "library management."  Tasks such as "I want to
copy the 16F84 definition and make it into a 16F628", or "I want a library
with all the parts I commonly use" are like pulling hen's teeth...
