It looks to me like it might be helpful to get a good quality RF watt-meter in-line that can handle the full power output of the transmitter and watch it when it trips to see what it's really doing as far as forward and reflected power. You could also see if the reflected power is continually changing with wave action or other motion... if so, you may be able to visually correlate between a particular piece of the antenna system being in motion at the same time as the readings are changing. It's probably worth checking.
