The 12C PICs can not write to their own code space, so no suitable
bootloader *can* exists.

A 12F-rf-PIC should be coming soon now, amybe they can write their own
code, but I would guess not, because the regular 12f's can't do that
either.

Can't want you want be redesigned to use the eeprom of a 12F (rf) pic as
changeable medium?
