There must be some way of anchoring the cables, but I think he mentioned they went down into the sea, and it is the wave action that wrecks them. I get the impression the cables are just laid across the surface out to a suitable anchor. To me the solution would then take one of two forms. If the shore is rocky then anchor suitable copper pipe to the rocks using blind bolts into holes drilled into suitable boulders.
