I did a little more web research, the page on PCMCIA cards at
www.solwise.co.uk mentioned a TI ACX100 chipset so I followed up that and
ACX100 appears to have an embedded ARM7 so it should be anything but dumb,
many small ethernet routers have ARM CPUs. The trail went a bit cold there
though,

Interesting note: It looks as if one chip supports PC-card, PCI and USB,
possibly by pin strapping and multifunction pins which means that presumably
those wireless network PC-card to PCI adapters aren't real converters, they
just rely on switching the card into PCI mode.

Couldn't dig right the way to a datasheet, I think TI want $$$ first.
