See http://www.piclist.com/#topics You can take a look at Altera website, you can use the most advanced tool in FPGA programming using Quartus II, with a very nice interface. Also they have many chips to work with. And I program VHDL (don't know much Verilog) is very easy, but you have to remember to program a circuit, you are not programming a software program. You program a RTL logic or a behaviour. And an ISP programmer is byteblaster, very easy to build.
