About the Harborfreight offer, note that they also have
a 50 pc kit at the same price/bit. There they say "Made
from repointed industrial stock". I'd expect the same for
the 20 pc kit. Maybe it doesn't matter...

Along these lines, Harbor Freight has a mixed set of
these drill bits (and micro rasps) for $4.99 for 20
pcs.  I've used a set and they work very well.  Can't
beat the price either.
