Great, that confirms that having it tied to ground when not in use for ICSP
is the correct solution.  Glad to put an end to that silly bug.  Just nice
to have someone on this list confirm it for me.

More likely that RB3 is not tied to GND and is causing reset upsets in
LVP mode.
