Do you realize that you have (4) NC pins - usually those are the extra (4) pins
The ICDDATA, ICDCLK, DBMCLR/VPP pins should be terminated the same way you did in the dip form

I am moving a project from  18F458 DIP to PLCC.
The "extra" four pins are marked:

NC
ICDDATA
ICDCLK
DBMCLR/VPP

I can handle the NC, but how (if at all)
should I terminate the other three?

I checked the datasheet, but only found the
purpose for the pins, no info on suggested
termination if they aren't being used.

I am NOT planning any debugger connection,
I just want to place them in a stable,
inactive state.

Any suggestions would be welcomed.
