Walter, I've been looking at ISO IEC WDTR 18037, and it seems to
prescribe the use of sign+magnitude representation rather than 2's
complement for signed fract and accum numbers.. is that correct? Or does
it just prescribe that there be a single bit that can be looked at to
determine the sign?
