Scott Stephens was removed a few days ago. He was given a bit more rope as
he had participated in on topic threads and had indicated that he would
respect our warnings.

Notice that we are having this conversation on the "other" topic (which can
or should? be turned OFF by regular PICListers who just want normal PICList
content)

When no topic tag is present, the assumption is that the post was from
outside, newbies who hasn't bothered to read the list welcome message where
topics are explained, or something like that.
