Because there are aquarium pumps that are really pumps and just pump water through a filter. Those do indeed need to work immersed. I have never seen an air pump that needs to work immersed although I know such things exist. They are disk (Tesla) or centrifugal pumps that make enough vacuum in the intake to suck air in, while immersed. They are not quiet.
