If you can't get a copy of photoshop cheap, you might check out GIMP.
It's essentially an open source graphics software that is very close to
photoshop.  The windows version is easy to install and use.

It has a different interface than photoshop, though, so if you already
know photoshop you'll have a small learning curve, but not as large a
learning curve as you'd have if you don't know photoshop.
