That would be a pretty easy project to design, and there are
plenty of references and info for the building blocks

Timer0 interrupts from an easily and sensibly divisible crystal,
eg 32kHz, 3.2768MHz, 10MHz etc to tick RAM counters

LCD to show time

5 buttons (that could be multiplexed with LCD data lines if using
a small PIC) - Clear, Hours, 10mins, 1mins, Start/Stop

Relay or opto+triac to switch the equipment

Transformerless power for the PIC's Vdd
