Again and again: start from a know working example. There are
        blink-a-led breadboard circuits, photographs and programs on
        www.voti.nl/wisp628 . When you get that working it is time to take the
        next step.

That's what I do, which is why it's so odd. I have something in the code to
write the EEP for diagnostic purposes at every stage, and it works fine. I
just get no voltage on the pins at all.
