As a comparasion I can tell you that in my Pentium4 @ 2.5 GHz system
the cpufan stands still almost the whole time. It only starts occasionally,
and then it runs slow in like 30 sec. It is the most quiet system I've ever
had, I like it alot :-)

You can touch and feel the temperature on the cooler, if it burns you
need active cooling (read system- or cpufan) or a bigger passive cooler.
