if this is for a computer then you can get 3 pin fans i dont know the exact
mechanicals of it but i think its something simmilar to a hall effect sensor
of some kind. anyway for about AU$20 you can get fan alarms that you plug
inline with the fan and if the fan slows or stops will sound an alarm it
might be easy enough to hack one of those to doing what you want. also you
can get software things that will do a simmilar task (ie monitor fan speeds
and shut down if they drop (possibly sending an email off in the process)
