Just checking, but you do know Vss is ground and Vdd is the positive
supply, right?

What voltage do you see on the 7805 output with the PIC disconnected?

How about with the PIC connected (Vss to ground, Vdd to +5V), and nothing
else?

I'd say start ripping up jumper wires, you've got something wrong there
somewhere.
