I built this for a gaming machine prototype. When used to
start/stop/seed Timer0 and Timer1 it works well and was
assessed as being statistically fair by NZ Internal Affairs.
Because the circuit also has a MAX232 there was +/-8V
available, but it wouldn't be too difficult to make this a 5V
circuit, something planned but not done yet
