It's a debatable point only because the toolchain hasn't really caught up yet for hobbyists (of which most beginners will qualify). Right now a newbie can start with a copy of JAL, a $12 USD TLVP programmer (add a couple of dollars to make it high voltage), and a 16F628 and can be rolling in an afternoon. While programming software like FPP and picprg are readily available and packaged for the 16F family, the corresponding versions for the 18F family have yet to emerge.
