Narrow the problem down. Get flash-a-led code .hex file from
http://www.voti.nl/wisp628 . When that works blame your code, when it
doesn't blame your hardware and/or programmer.

Check the battery voltage with some load (220 ohm resistor) on the 5V
side. It must be 8 volt or more for the 7805 to work properly. Using a
wall wart might be a better idea.
