This should be a 2 layer board, so there are lots of options.  Advanced
circuits (http://www.4pcb.com) will build 3 2-layer boards of almost any
size for $100.

I don't use a fixed board for prototypes.  If it's a really simple one-off
test, then I wire it up manually on a protoboard (the kind with a .1 inch
grid of sockets connected in strips).  Otherwise, I get a PC board made.
For prototyping and testing I try to stick to 2 layer thru hole, but that
is not always possible.
