If you only need a graticule you can use a monostable or pulse circuit
triggered off the edge of the pic output. If it needs to move smoothly in
the horizontal direction you have a problem. The easy way to get 100ns
pulses is a RLC canned delay line as used in the past to obtain DRAM
timings. You can also build one discretely (uses three parts).
