In any case, if someone doesn't know programming, I don't think PICs are a good starting point. PICs are optimized for minimum cost to get the job done (and rightfully so), not for easy programming. A low end, preferably 16 bit, microprocessor would be easier to learn first. If he really wants to learn PICs, then at least start with the 18F series.
