1kV/mm but depends on electrode shape and voltage. For some accuracy use
spherical electrodes (both) with diameters >5 times the gap size. Eg for
1mm use 5mm diameter spheres.

If you just want to measure high voltage use an electrometer. It is very
easy to build and calibrate if you know how to.
