The reason you can't buy hypodermic needles is because of the war on
drugs. I once got one from my veterinary office by offering to snip the
point off in front of them. You can get 1/16" diameter brass tubing and
sometimes smaller at the hobby shop.
Small Parts sells hypodermic tubing of all sizes. a $2 to $3 per foot.
