If you have typical S. California house it's easy to run wiring underneath anytime. More important then is probably to get in the stuff that needs to be behind the drywall, like cameras and microphones, and wiring to stuff that needs to be mounted mid-wall or high up, like passive IR sensors(in case you do burglar alarm and the area you are building is a likely entrance point). Maybe it's easy to get above the ceiling, too(my house it's a pain. Tiny square hole, fiberglass everywhere and air ducts in the way) so you can run wires later for that too.
