Ever notice how a car stereo rated at 300 watts can use a 7 amp fuse, and how it is not anywhere near as loud as a 120 watt home stereo? Basically, they lie. Your 12 volt 16 watt lamp may not really be using 16 watts, or perhaps it is massively inefficient and only half the power is getting to the bulb. Or a combination of the two.
