You know, that made me thing of a tool I'm using at home ... Using my
Linux PC, and a USB Web Cam, and software called MOTION, it not only
detects and highlights motion, but can also drive a custom made servo
driver that keeps the image centered in the camera's field of view.

Start by visiting www.freshmeat.net, and search for MOTION in the Projects
area.

P.S.  Software is command line driven, and can be daemonized, supports
multiple cameras, but I have not yet tried the positioning / tracking
stuff.
