I have used ISCP in my PIC18F458I-PT with PicStartPlus successfully. I had a
problem when I try use it with one 1mf   capacitor between VDD and VSS.
Your microcontroller must be lonely in the programming. Unplag VDD, VSS,
RB7, RB6 and MCLR of you board.
I'm using 40 cm wire.
