Hi Josh, yep the ribbon cable may be the culprit. They have the wires very close and in precise parallel so capacitance may be too high with 18" of cable. Get a knife and split between the wires, so you have 5 strands, then spread them apart and try that. I do ICSP with the Picstart+, which is less critical as i think it's a bit slower baudrate than some other setups.
