Yes and no, it depends on how long you expect the insulation to last under how much UV exposure. Once you decide how long you need it to last and how much UV exposure it will have then cable manufacturers will be able to help you choose an appropriate insulation. Here's a rough guide to life spans of wire insulation: The best insulation is chrome vinyl which can easily last 20 years with a lot of UV exposure (e.g. on top of a very tall mountain with lots of sun under the ozone hole :-). Next best is UV resistant gray, black or, white insulation that will typically last 10 years. Plain non-UV resistant insulation typically lasts 5 years.
