Just draw a circle on the dimension layer. But do not choose the line width 0 or eagle will draw you a filled circle. If you want to place components in a circular manner, I recommend using the command syntax (from a script or the command line of eagle). Then you can place a component on the exact point you need: "move t6 (10.47 18.65)".
