Yes, I have some experience in this field. I would highly suggest you don't do any work until they pay for it up front. Also, do not trust them. What you put in writing is of little or no value. There are no patent protection. They will most likely steal any work and duplicate it. (My experience) They don't do work like in USA. They use whatever means possible to obtain their end. They don't follow rules. They like bribes. They are sluggish and lazy in general, at least in government positions. This is straight, honest and recent experience with working with government contracts in Vietnam. I quit doing business with them because they were a waste of time. There are stringent export restrictions. No encryption can go to Vietnam.
