Presumably with an AC mains input.... my choice would be a 18 - 0 - 18 secondary transformer, a bridge rectifier, smoothing caps, and a 7815 & 7915 regulator pair with "wraparound" transistors to increase the current handling (the ICs are only good for about an Amp).
