This is from Wouter's Wisp628 page (the FAQ part) :

- How can I check that the 16F628 in my Wisp628 is running?

   Connect a LED and suitable series resistor (470 ohm) between Vcc and
   pin 6 of the DB15 connector (LVP). Make sure the LED is in the right
   direction (flat side with internal metal 'cup' towards pin 6). The LED
   should flash two times very quickly when power is applied.

Hard to be more specific than that...
