Any drawing package can be used to lay out a PCB.  It's not worse than the
old "black tape on clear film" techniques that used to keep engineers with a
lot of experience employed doing little more than that...  It's not much
better, either...

There's enough freeware out there these days that you don't NEED to do that
anymore.  And it's pretty good, too.  (Thus all the traffic about Eagle...)
