You got the echo, so the serial port seems to be OK.

The error message is next to meaningless to anyone but me, but basically
it just says that the programmer does not respond at all.

Maybe the 16F628 is not running. It needs 5 Volt. Did you check the LED
as mentioned in the FAQ?
