Look at the control system on some small boats. They have the
same problem with oscillation as a bike front wheel with an
undamped mass and some of them solve it with a clever application
of a single line hydraulic cylinder and a steering wheel that
pumps (or sucks) a very heavy grease through a hose. The cylinder
at the engine end acts as a mechanical damper as well.
