It looks to me like Text can be operated on with BOTH "mirror" and "Change
Layer"   This makes sense, but it's not terribly consistant with the other
Eagle objects (in general, "objects" like parts can only be "mirrored", and
graphics items like lines and traces, only work with "change layer."  Add to
this the "automatic" creating of mirrored text if you create it on the bottom
layer, and it's a bit confusing.)
