It's the reverse of what you say in many cases. The 0-R resistor is a standard part that can be ordered along with all the other resistors from the same manufacturer, fed off the same reels or out of similar bags, and inserted with the same machine. The wire comes from different suppliers (extra cost) and requires a special machine for insertion (more overhead). Specialized insulated jumpers are very expensive in comparison (leaded resistors are 5 or 10 to a penny US). Pre-bent 0-R resistors are good for hand insertion if you're working in that kind of environment. BTW, they do have specs on the real resistance (milliohms) and current rating (amperes).
