If squarewaves are essential, use a simple frequency doubler (you can achieve this with a couple of inverters) to give you 25 MHz, and then use a 74 HC 40103 programmed to 162 to give you pulses at twice the rate you require, than a bistable to divide by two with an equal mark / space ratio.
