74 HC 40103 will do that nicely for you - programme the "JAM" inputs to 162, connect the "JAM load" and "zero detect" pins together, and you will get a pulse out after 163 clock pulses. The duration of the output pulse will be equal to the clock pulses, so you may need to pulse stretch that output, particularly if you're looking for anything approaching a squarewave.
