My guess is that the transition to this was that the speedometers were
still mechanical while cruise-controls and fuel-injection required the
speed signal, so there were 2 speed-pickups.  The fox-body mustangs
(87-93 ) use a VSS in the tranny and these have a "pass-thru" for
connecting the speedo cable into the back of the VSS.
