Note that there is a test program on the wisp628 page (using a 16F877).

In a private mail you stated that your PIC uses RB6 as output, but the
programmer expects to use RB6 as input to the PIC. So either use RB7 as
ouput, or connect the AUX input (pin8 of the programmer) (also) to RB6
of the target and use the 'aux' setting for the TTY command (I think
AUXI, because you use a max232 to talk to the serial display?)
