Eagle will do just fine at changing the drill diameters to appropriate
values (ie metric) if you're using the CAM processor to generate excellon
drill files or similar.  What it won't do is change the drill sizes
"internally" in the .BRD files.  It should be possible to write a ULP to
change all the drill sizes in a library, but I haven't seen that exist yet.
(I suspect most of the world still deals with "external" file formats rather
than Eagle's .BRD files, so it hasn't been a major issue.)

Olimex is being a bit ... sneaky to claim that they can handle .BRD files
directly but "there's an extra charge for non-standard drills, and an extra
charge for too-fine silkscreen resolution, if you happened to use any of the
standard Cadsoft libraries..."
