You're right, I still don't understand.  If they are never sent to a board
house and are homebrew drilled, what difference do the NC drill files make
at all?  I'm assuming a hobbyist who doesn't have an NC drill machine.  If
you're going to manually drill the holes, probably using a drill press,
then you can put any bit you like into the drill regardless what size
Eagle thinks they should be.
