I think what is happening is that for a home brew project they are getting
Olimex to drill all holes one size, presumably the smallest required size. I
assume Olimex make the PCB cheaper this way, so they do not need to set up a
number of drill sizes in an NC machine.

Means that it is really only useful for single sided boards though.
